This Part also lays down the requirements for information collection, record keeping, and reporting; eligibility requirements to apply for a National Coastal Wetlands Conservation Grant; criteria and procedures of grant selection; fees for use of facilities; public access to facilities and maintenance; survey and plan standards; compliance with environmental and other laws; and the conditions on acceptance or use of Federal grant money. Eligible grant activities include identification in the coastal zone of all operational pumpout and dump stations, and surveys of recreational vessels in coastal waters with holding tanks or portable toilets, and the areas where those vessels congregate.
