Criteria are provided for determining species to be endangered or threatened and for designating critical habitats. Procedures for receiving and considering petitions to revise the lists and for conducting periodic reviews of listed species also are established. Any interested person may submit a written petition to the Secretary requesting that one of the designating or listing actions be taken. The Secretary may at any time issue a regulation implementing any such action in regard to any emergency posing a significant risk to the well-being of a species of fish, wildlife, or plant.
