These regulations are jointly implemented by the Secretaries of the Interior, through the U.S. Fish and Wildlife Service (USFWS), and Commerce, through the National Oceanic and Atmospheric Administration (NOAA). The Regulations, among other things: define the boundaries of the Monument; regulate access to Monument by vessels; require vessels to report on position and require such vessels to have an Office for Law Enforcement (OLE)-approved, operating VMS on board; define prohibited and regulated activities; regulate commercial fishing in the area.
