It concerns, among other things, a catch sharing plan and domestic management measures in waters in and off Alaska and fishing by U.S. Indian tribes. It shall be unlawful to fish for halibut except in accordance with the annual management measures and except in accordance with the catch sharing plans and domestic management measures. The Subpart also establishes a Charter halibut limited access program provides for charter halibut permits to be issued by the National Marine Fisheries Service (NMFS).
