Abstract The 11th Development Plan is a national policy with a multi-sectoral approach. The timeframe of the policy is 5 years between 2019 and 2023. This Plan envisages a stable and sustainable economic growth and raising the competitiveness and welfare levels of Turkey. The fundamental pillars of this Plan are stable and strong economy, competitive production and productivity, qualified human and strong society, liveable cities and sustainable environment, and rule of law, democratization and good governance.
