Sustainable mobility*

The United Nations Environment Assembly,​​​​​​​

Recalling the United Nations Framework Convention on Climate Change (UNFCCC), its Kyoto Protocol, its Doha Amendment, and the Paris Agreement adopted under the UNFCCC and noting the outcomes of the UNFCCC 24th Conference of the Parties in Katowice, Poland,

Recalling World Health Assembly Resolution 68.8 entitled Health and Environment Addressing the health impacts of air pollution,

Bis. Recognizing that air pollution reduction measures can support the implementation of the 2030 Agenda for Sustainable Development and have a high impact on improving the quality of life, in particular, human health,

Expressing appreciation and gratitude to the International Panel on Climate Change (IPCC) and the scientific community for providing the Special Report on Global Warming of 1.5C, and welcoming its timely completion,

Considering that sustainable mobility including, inter alia, electric mobility, sustainable biofuels, active mobility (walking and cycling), public transport, shared mobility, low emission and efficient fuels and efficient combustion engines, hydrogen and e-fuels, compressed liquid natural gas, is a strategy to improve air quality and human health, particularly in urban settings, as well as other settings,

Recognizing the work already done by a wide range of public-private initiatives on sustainable mobility,

Bis. Recognizing the role that innovation plays in advancing sustainable mobility,

Considering that actions to move towards sustainable mobility have the potential to reduce emissions of short-lived climate pollutants, especially black carbon, which would have an effect on short-term atmospheric warming and reduce air pollution and improve human health,

Taking into account the relevance to sustainable mobility of resolutions adopted by the United Nations Environment Assembly, including resolution 1/7 entitled Strengthening the Role of United Nations Environment Programme in Promoting Air Quality; resolution 2/8 entitled Sustainable Consumption and Production, and Resolution 3/8 entitled Preventing and Reducing Air Pollution to improve Air Quality Globally,

Recognizing the need to increase efforts for the advancement of sustainable mobility, while taking into account national circumstances,

Acknowledging the importance of collaboration among Member States including with other relevant stakeholders on sustainable mobility initiatives at the local, national, regional and global levels,

1. Encourages Member States to consider formulating domestic public policy instruments on innovation on sustainable mobility, taking into consideration different national circumstances;

2. Calls upon Member States and relevant stakeholders to promote the exchange of knowledge, good practices, lessons learned and opportunities associated with sustainable mobility;

3. Encourages member states in collaboration with relevant stakeholders to identify, as appropriate, innovative policy, financial and technology solutions to promote sustainable mobility by, inter alia:

(a) Contributing with technical and financial support towards the implementation of regional and national initiatives to promote sustainable mobility;

(b) Continuing efforts to strengthen international and regional dialogue and cooperation, technical assistance, voluntary technology, and knowledge transfers, on mutually agreed terms, and capacity building for the promotion of sustainable mobility;

(c) Engaging both public and private sector interests, as well as public-private partnerships, to collaborate aiming at aligning actions for the promotion of sustainable mobility, by building on existing partnerships;

(d) Moving towards Sustainable Consumption and Production, by promoting a sustainable cities comprehensive approach to sustainable mobility, involving, where appropriate, full lifecycle assessment;

(e) Considering mainstreaming sustainable mobility strategies, policies and regulations based on a full lifecycle assessment of each sustainable mobility option;

4. Requests the Executive Director, within the mandate, programme of work and available resources, to promote sustainable mobility by:

(a) Working through existing partnerships and other means of cooperation with other relevant organizations, including regional platforms, in order to facilitate capacity-building and exchange of knowledge and information for the public and the private sectors, civil society, users and academia among others for the promotion of sustainable mobility;

(b) Reporting on good practices on the development, financing, and implementation of national and regional sustainable mobility policies and initiatives;

(c) Encouraging pilot projects in countries or cities;

(d) Exploring opportunities to collaborate with United Nations organizations and international financial institutions, in line with their existing mandates and budgets;

(e) Exploring synergies and opportunities in areas such as public health, job creation and economic growth related to sustainable mobility;

(f) Preparing a compilation report on actions within the scope of these resolutions to be presented at UNEA 6.
