Abstract

Decision directed to Parties

The range States of the saiga antelope (Saiga spp.) and consumer and trading countries of saiga parts and derivatives: a) should fully implement the measures directed to them in the Medium-Term International Work Programme for the Saiga Antelope for 2025 – 2030 [MTIWP (2025 – 2030)], developed in support of the Memorandum of Understanding concerning Conservation, Restoration and Sustainable Use of the Saiga Antelope (Saiga spp.) and its Saiga Action Plan; and b) are urged to establish internal market controls for saiga horns, including registration of number of stockpiles, volume of stockpiles, and provenance of saiga horns held in stockpiles, labelling of horns and products, recording of sources of saiga horns contained in stockpiles, monitoring and control measures and registration of exporters, importers, re-exporters and manufacturers, c) are encouraged to exchange information and enhance regional cooperation on saiga conservation efforts, trade controls and enforcement measures to combat poaching and illegal trade; and d) report such information to the CITES Secretariat through responses to the Notification to the Parties referred to in Decision 19.214 (Rev. CoP20), paragraph b).
