Decision directed to Parties
Jaguar range States and other Parties as relevant are encouraged to:
a) actively implement the Regional Action Plan for Jaguar Conservation developed at the Second jaguar range States meeting (Mexico, September 2025), particularly the actions to combat illegal killing of and associated illegal trade in jaguar, its parts and derivatives, with a focus on the following areas:
i) as a matter of urgency, adopt comprehensive legislation and enforcement controls aimed at preventing and combatting the illegal killing of jaguars and illegal trade in their parts and derivatives, including online sales of specimens;
ii) include the jaguar as a priority species to be targeted as part of enforcement operations, measures and controls deployed to respond to and address wildlife crime;
iii) ensure that any seizures of illegal domestic and international trade in jaguar specimens are included in their annual illegal trade reports submitted in line with Resolution Conf. 11.17 (Rev. CoP20) on National reports;
iv) channel investments for the conservation of the species, including by mobilizing funding from relevant international financial institutions, including using both public and private funds;
v) raise awareness about the importance of the jaguar and its protection status and develop and implement demand reduction strategies aiming at behaviour change to combat illegal trade in jaguar; and
vi) share experiences and knowledge about the priority issues identified in the Regional Action Plan to combat illegal trade in jaguars;
b) participate in and support the work of the intersessional working group, established under Decision 20.188;
c) operationalize the Intergovernmental Platform for Jaguar Conservation, including the Modular system for monitoring the illegal killing and illicit trade of jaguars; and
d) seek support from the Secretariat in the implementation of the Regional Action Plan for Jaguar Conservation in line with the mandate of the Convention, and from other relevant partners, including the International Consortium on Combating Wildlife Crime (ICCWC).
