Abstract

El presente documento tiene por objeto el Programa Nacional Forestal, Areas Protegidas y Vida Silvestre (PRONAFOR), un instrumento programático de alcance nacional y relativo al período 2010-2030. El objetivo general del PRONAFOR es posicionar al sector forestal dentro de una Política de Estado, valorizando y aumentando su contribución al desarrollo productivo, social y ambiental, optimizando las ventajas comparativas y promoviendo la competitividad de los bienes y servicios generados o producidos por los bosques naturales, las áreas protegidas y las plantaciones forestales. Para su implementación el PRONAFOR está estructurado en cuatro subprogramas: 1) Desarrollo Económico Forestal; 2) Desarrollo Forestal Comunitario; 3) Servicios Ambientales, Restauración de Ecosistemas y Cambio Climático; y, 4) Areas Protegidas y Biodiversidad. Cada subprograma establece objetivos específicos, lineamientos de política, metas y acciones, para los siguientes tres períodos: 2010-2014; 2015-2020 y 2021-2030. El Programa Nacional Forestal (PRONAFOR) se enmarca en el nuevo marco de la Política Forestal, la Nueva Ley Forestal, Áreas Protegidas y Vida Silvestre y en la Política de Estado del Sector Agroalimentario y del Medio Rural 2008-2021, como parte de los cuatro Programas de los Sectores Agrícola y Forestal (PRONADERS, PRONAGRO, PRONAPAC y PRONAFOR).
